THE RELIGIOUS LEADERS, RESPECTED DIGNITARIES, OF THE LOYALIST VIETNAMESE IMPERIAL
OVERSEAS CENTRAL COUNCIL

FOR THE FREEDOM OF VIETNAM

IN REGARDS TO THE ROLE AND FUNCTION OF

THE IMPERIAL NGUYEN DYNASTY
 
We, The Religious Leaders, Vietnamese Dignitaries, The loyalist Vietnamese Community and Members of the International Supreme Council for the Freedom of Vietnam who are undersigned, unanimously confirm our viewpoint and our great support to the position and function of the Imperial Nguyen Dynasty Council:
 
After the loss of the monarchy, there was a period of confusion for the Nguyen Dynasty. There were a great variety of opinions in regards to how the Imperial Family should respond to the many threats facing the people and nation of Vietnam. The victory of Communist forces in taking control of Vietnam, caused the Council to be disrupted and lost over time completely.
 
However, Emperor Bao Dai and other leading members of the Nguyen Dynasty were still very much determined to do all they could in the service of their people and to maintain some form of organization for the Vietnamese Imperial Family.
 
As a result of this, in 1993, Emperor Bao Dai authorized the establishment of the Vietnamese Imperial Overseas Central Council in Los Angeles, California, and on December 22, 1993, Emperor Bao Dai held a Imperial Audience and organized the Imperial Nguyen Dynasty Overseas Council in Paris, France and he decided to choose His Imperial Highness Prince Nguyen Phuc Buu Phuc, to head it and His Imperial Highness Prince Regent Nguyen-phuc Buu Chanh as the General Secretary.
 
In February 2004, His Imperial Highness Prince Nguyen Phuc Buu Phuc chose His Imperial Highness Prince Regent Nguyen-phuc Buu Chanh to assume the regency of the Imperial Nguyen Dynasty Overseas Council.
 
Since the death of the Emperor Bao Dai, the Imperial Nguyen Dynasty Council has been called upon to take the lead in organizing the activities and programs of the Nguyen Dynasty and the loyalist Vietnamese community. Crown Prince Bao Long has been informed of these events, but stated that he prefers to remain outside of any political activities, a decision which is respected by the rest of the Imperial Family.
 
Today, the imperial Nguyen Dynasty Council has been busy with many activities to inform, organize and direct the international community of loyal Vietnamese nationalists. Efforts have included the establishment of a network of international support of leading officials for the goals of the Nguyen Dynasty, the restoration of the Order of the Dragon of Annam and the formation of cooperation among anti-communist groups and charitable foundation to aid the people of Vietnam who must endure political, religious and ethnic oppression.
 
Through these historic facts and according to the Imperial Virtue Traditions, we unanimously re-confirm that we definitely support the function and all vital activities of the Imperial Nguyen Dynasty Overseas Council, the role and duty of the regency of the Imperial Nguyen Dynasty Overseas Council under the leadership of His Imperial Highness Prince Regent Nguyen-phuc Buu Chanh of Vietnam under the authorization and the Imperial Edict of Emperor Bao Dai in 1993 at Los Angeles, California and Paris, France.
 
In the critical period of Vietnam History, while Crown Prince Bao Long, Prince Bao Thang and Princesses of Emperor Bao Ðai stated to prefer to remain outside of any political activities and live peacefully during 50 years from 1954, the year that the whole family of Emperor Bao Dai and Empress Nam Phuong officially left the country for exile, His Imperial Highness Prince Regent Nguyen-phuc Buu Chanh, His Imperial Highness Prince Nguyen Phúc Buu Phúc and the leading members of the Imperial Family have taken their responsibilities before the Fatherland and the Imperial Family showing their act of bravery.
 
If these acting Princes are rejected from their vital actions, their Imperial titles and their functions, but only recognizing and awaiting the active role of Crown Prince Bao Long, definitely the Imperial Nguyen Dynasty would never be restored and survived again serving the Nation and People of Vietnam as their Imperial Ancestors has done in the history of Vietnam during over 400 years.
 
With all our deepest respect and admiration, we wish Imperial Princes and leading members of the Imperial Family great success in restoring the Nation and bringing the Independence and Integrity for the Fatherland, Happiness and Welfare to the People of Vietnam.
